The administrative reform has helped reduce the number of local government agencies

TALLINN, 8 May 2026 – During the decade after the administrative reform, local self-governments have reduced the number of their agencies and partly disposed of real estate that proved to be excessive, the National Audit Office finds in its overview published today. Although there are exceptions, the general trend has been relatively uniform and has followed one of the reform’s sub-objectives of exploiting the economies of scale created by the merger of local self-governments to streamline the management of services, reduce duplication and make services more cost-effective.
