Underlying values of governmental communication

Although the National Audit Office is not a governmental authority, the Communication Service of the National Audit Office adheres to the underlying values of governmental communication formulated in 2002:

IDEA OF EXISTENCE OF A GOVERNMENT INFORMATION OFFICER. We do not operate alone or in a closed world. Every single act of the Government has results and consequences that influence society, citizens, enterprises and organisations. Therefore communication of information and making it available must be part of any activity of the Government as of planning the activity until final implementation of the activity.

OPENNESS. We understand that the Government is an open organisation that does not have any secrets before the members of society. Upon communication of information we proceed from the principle that any information that has not been declared a state secret or classified based on another act is public.

FOUNDEDNESS. Every act of the Government has its reasons and justifications and we know that we are always obligated to communicate them.

SELF-CRITICISM. In reasoning our activities we proceed from the principle that if our explanations are not understood, we have to look for a communication error on the side of the person who gave the explanations. When listening to our partners we always try to understand them completely.

CONSIDERATION. We are aware of the fact that our work affects the daily wellbeing of many people and therefore we ask representatives of society for advice on how to do our work better.

RESPECT. We never speak negatively of our partners or target groups. If we do not like our cooperation partners, we should seriously think of whether we have chosen the right occupation.

EQUALITY. We understand that information must be communicated equally to all partners without preferring one party to another.

RESPONSIBILITY. When communicating with the public we understand that we represent our organisation, not ourselves. We understand that our organisations, colleagues and acts are evaluated based on what we say, think or do.

HONESTY. We do not lie. If we do not know the answer, we admit it and say when we will be able to give more information about the subject. We also admit the mistakes made, explaining the reasons of the mistake and the measures to be taken in the future to avoid the mistake.
