TALLINN, 9 April 2018 – Janar Holm, who was appointed the new Auditor General by the Parliament on the proposal of the President of the Republic a month ago, took the oath of office before the Riigikogu today. The authorities of Holm as the Auditor General, which are in effect for five years, started from the moment the oath was taken.
Holm read out the text of the oath of office: “I promise to stay loyal to the Estonian people, the Republic of Estonia and its constitutional order, and to impartially perform all of the obligations I have in this office in accordance with my conscience, the Constitution and law.”
The new Auditor General then signed the text of the oath of office, which will be kept in the Office of the Riigikogu during the Auditor General’s term in office, and in the National Archives after he leaves office.
The term of office of Auditor General Alar Karis, who led the National Audit Office since 2013, ended on the night of 8 April and he started working as the director of the Estonian National Museum as of today, i.e. 9 April 2018. He was elected to this position on 27 October 2017. Karis will also continue his academic career as a professor at the University of Tartu.

The Riigikogu appointed Janar Holm, who has been a state official for a long time, to the office of Auditor General a month ago, i.e. on 7 March 2018. His candidacy was supported by almost two-thirds of the members of parliament: 64 members of the Riigikogu voted in favour and 10 voted against. 15 members of the Riigikogu did not vote.
Janar Holm was born on 17 August 1976 in Kuressaare (then known as Kingissepa). He graduated from Saaremaa Ühisgümnaasium (class specialised in Chemistry and Biology) in 1994 and cum laude from the Institute of Law of the University of Tartu, where he specialised in private law, in 1998. He received his Master’s degree (magister iuris) at the same university in 2005. His thesis was called “Guaranteeing the right to education at the level of compulsory education and the next levels of education”.
After graduating from university, Holm worked as the CEO of the Estonian Traders Association from 1997-1999, and thereafter started working for the state in the area of responsibility of the Ministry of Education, where he stayed for 18 years. He was a legal adviser at the ministry from 1999-2000, the acting head of the Legal Department of the ministry from 2001-2004 and the director of the National Examination and Qualification Centre from 2004-2006. Holm was the Deputy Secretary General for General and Vocation Education from 2006-2007 and the Deputy Secretary General for Administration from 2007-2008. He was the Secretary General of the Ministry of Education and Research from 2008-2017.
In 2017 Holm went from the Ministry of Education and Research to the Ministry of Social Affairs, where he coordinated topics related to employment and working life as the Deputy Secretary General on Labour.
Janar Holm is married. He has two children, a daughter and a son.
