Riigikogu appointed Janar Holm the new Auditor General

TALLINN, 7 March 2018 – The Riigikogu appointed Janar Holm (41), the present Deputy Secretary General on Labour and Employment Policy of the Ministry of Social Affairs and the former Secretary General of the Ministry of Education and Research, the new Auditor General for the next five years on the proposal of the President of the Republic.

His appointment was decided by a secret ballot, where 64 members of the Riigikogu voted in his favour and 10 votes were cast against him. 15 members of the Riigikogu did not vote. The new Auditor General will assume office on 9 April by taking the oath of office before the Riigikogu.

President Kersti Kaljulaid informed the public about her decision to propose the appointment of Janar Holm as the next Auditor General to the Riigikogu on 27 January. Holm was the Secretary General of the Ministry of Education and Research from 2008 to 2017 and has worked as the Deputy Secretary on Labour and Employment Policy of the Ministry of Social Affairs since March 2017.

The President gave the following reasons for her decision: “Janar Holm, who is the Deputy Secretary on Labour and Employment Policy of the Ministry of Social Affairs at present, has almost 20 years of management experience. He also worked as the Secretary General of the Ministry of Education and Research for nine years and the close cooperation of other ministries and local governments during this time gave him an excellent understanding of the various policy areas and areas of government of the state.”

The President added: “The Auditor General must give us the reassurance that Estonia is in good hands. His duty is to create trust, not doubt. He must be a person who can see the big picture and has a nimble mind. He must work with the future despite getting most of the information from the past. The Auditor General must also be an excellent manager who has the ability to establish and maintain a committed team that helps him guarantee the continued independence of the National Audit Office. The best way to guarantee this is with the institution’s hard and dedicated work.”

After being nominated for the position of Auditor General, Janar Holm met with all fractions of the Riigikogu, introduced himself and his work history, and exchanged thoughts with the members of the Riigikogu about the possible future work of the National Audit Office. Janar Holm also met with the members of the State Budget Control Select Committee of the Riigikogu.

The session of the Constitutional Committee of the Riigikogu, where the draft decision on the appointment of Janar Holm as the Auditor General from 8 April 2018 was discussed, was held on 19 February 2018. The candidate for the position of Auditor General also attended the session of the Committee.

Janar Holm can assume office after taking the oath of office on 9 April 2018.

The term of office of Auditor General Alar Karis, who has led the National Audit Office since 2013, will end on the night of 8 April and he will start working as the direction of the Estonian National Museum in Tartu. He was elected to this position on 27 October 2017. Karis will also continue his academic career as a professor at the University of Tartu.
