Auditor General Alar Karis made a speech in the European Court of Audit at the ceremony for presenting the award for research on public sector auditing

LUXEMBOURG, 31 May 2017 – Auditor General Alar Karis visited the European Court of Audit (ECA) in Luxembourg to attend the ceremony for presenting the award for research on public sector auditing and made a speech addressing the development of public sector audit in Europe.

The award went to Andreas Glöckner from Germany for his thesis titled “Conceptual foundation of public sector accrual accounting – conflicts of interests, objectives and principles derived”. The selection panel was composed of Josef Bonnici (former Governor of Central Bank of Malta and former ECA member), Mathieu Floquet (Senior Lecturer at Université de Lorraine) and Auditor General Alar Karis. The panel members noted that Mr Glöckner’s ambitious research was particularly pertinent in view of the ongoing harmonisation of public sector accounting across Europe. ECA President Lehne awarded a medal and a certificate to the winner, remarking that “the winning thesis examines aspects of a very important subject for the ECA, namely public sector accrual accounting”. Vitor Caldeira - former ECA President, current President of the Portuguese Court of Auditors, and the founder of the award - and Auditor General Alar Karis made a speech titled “Public sector auditing in Europe – current trends and perspectives”.

Alar Karis underlined that audit institutions must be able to adapt to the changing world and, in those new circumstances, use their work to provide information required by governments and communities to tackle the challenges they face.

It was already the fourth competition for granting the ECA Award for research on public sector auditing, and this year it was in honour of the late former ECA Member Henrik Otbo.  Mr Otbo, former Danish Auditor General, head of the INTOSAI Standards Working Group and an ECA Member, contributed greatly to the development of audit standards on national as well as EU level.
