TALLINN, 20 June 2015 – On 18-19 June, Auditor General Alar Karis, Adviser to the Auditor General Urmet Lee and Head of the International Relations Service Tuuli Rasso attended the meeting of the Contact Committee of the Heads of Supreme Audit Institutions of the European Union and the European Court of Audit held in Riga.

One of the main topics covered was the European Fund for Strategic Investments (EFSI). The Contact Committee stated that the legislators of EU Member States have addressed certain issues related to the financial regulations of the EFSI, incl. clarification of the audit powers of the European Court of Audit, and maintained that it would be reasonable to examine the impact of management and reporting regulations and potential outcomes for public sector audit, once such regulations have been imposed.

Whilst exchanging ideas on fraud prevention and combating, and cooperation between enforcement authorities, the Heads of SAIs admitted the need to improve cooperation between SAIs, and set up working group to address these issues. During the discussion on the financial framework for 2014-2020, the Heads of SAIs noted the need to focus on results. The participants adopted a statement on reporting and auditing regulations concerning banking supervision once the uniform supervision mechanism has been established. The purpose of this statement is to increase awareness in the field. The statement is addressed to the relevant EU institutions and authorities of the Member States.

The participants decided to conduct four cooperative audits. Given the importance of the strategy Europe 2020, two audits focus on projects promoting education and employment. One of the audits focuses on risks related to the sustainability of public finances, and the other addresses prudential supervision of financial institutions.
