LUXEMBOURG–TALLINN, 28 June 2018 – Today, the Contact Committee of the Supreme Audit Institutions of the European Union and the European Court of Auditors published a consolidated overview of audit reports on the problem of youth unemployment in the European Union. This overview, which addresses youth unemployment and integration of young people in the labour market, is based on audit reports prepared by the SAIs of 13 European Union Member States and the ECA in 2013-2017.
Youth unemployment stands at the top of the agendas of most EU Member States and institutions. In 2016, over four million young Europeans were unable to find work and the proportion of those facing long-term unemployment remains high.
A high level of employment is a key target of the Europe 2020 Strategy and the Member States invest significant amounts of public funds in tackling youth unemployment and creating jobs for young people. These investments are often supported by EU funding. The aim of the national SAIs and the ECA is to ensure that these funds are used effectively.
The SAIs addressed important performance issues in their audits, focusing on the efficiency, effectiveness and/or economy of the employment policies, programmes and projects. They examined topics such as the implementation of employment policies, adjustment of education systems, enhancement of job-search measures, and monitoring of systems and programmes offering direct employment, including international analysis in some cases.
In 2016, the ECA published a performance audit report on youth unemployment, in which it assessed the Youth Guarantee and the Youth Employment Initiative and examined whether EU policies have made a difference.
The audit summary explains the problem of youth unemployment and the role of the EU and its Member States in finding solutions. It also provides an overview of the recent auditing work of the national SAIs of the 13 Member States (Belgium, Bulgaria, France, Germany, Hungary, Italy, Lithuania, Luxembourg, Malta, Poland, Portugal, Slovakia and the United Kingdom) and the ECA, including the details of each audit.
The compendium published today is a product of the cooperation between the national SAIs and the ECA within the framework of the Contact Committee. It is designed as a source of information for everyone interested in this important policy field and is available in 23 EU languages on the Contact Committee's website at https://www.eca.europa.eu/sites/cc/en/Pages/Compendiums.aspx
