TALLINN- RIGA-VILNIUS, 18. September 2018– The National Audit Office of Estonia, the State Audit Office of Latvia and the National Audit Office of Lithuania will jointly carry out the audit on “The Management of internal control systems and public procurement of the Rail Baltica/Rail Baltic project”. The Auditors General of Estonia, Latvia and Lithuania have signed the agreement on carrying out the joint audit on 6th September 2018.
The objective of the joint audit is to assess the management of internal control systems and public procurement of the Rail Baltica/Rail Baltic project. The joint audit will evaluate whether the procurement and contracting models of the Rail Baltica/Rail Baltic project are efficient enough to enable effective and economic delivery of the project. Use of state funds is also in the focus of the joint audit.
The Auditees of the joint audit are RB Rail AS and the respective national ministries and other entities involved in the project in Estonia, Latvia and Lithuania.
The audit will cover the period from 2014 until 2018 (included). The audit report will be published December 2019 latest.
The cooperative audit arose from the cooperation on the Rail Baltica/Rail Baltic project between the Supreme Audit Institutions of the Baltic States which begun already in 2016 when the Memorandum of Understanding on the Monitoring of the Preparation and Implementation of the Rail Baltica/Rail Baltic project between the Supreme Audit Institutions of Estonia, Latvia and Lithuania was signed. In the framework of this cooperation the Supreme Audit Institutions have monitored the project implementation and risks, exchanged information and evaluated the possibilities and necessity for jointly auditing the project.
