The SAO found that internal control in the Health Insurance Fund is good

TALLINN, 22 October 2003 - The SAO scrutinised the efforts made by the Internal Audit Unit of the Estonian Health Insurance Fund to examine the payment of benefits for temporary incapacity for work. The goal was to find out whether such efforts sufficiently reduce the risks related to the payment of benefits.

The audited established that the internal audit methods make it possible to verify effectively that benefits are paid correctly. This gives reasonable assurance that in most part the Estonian Health Insurance Fund pays the benefits for the intended purpose.

The SAO made proposals and observations with regard to the payment of compensation for personal injury caused by traffic accidents, since the Fund currently applies no internal control measures to such payments. The Fund stated that internal controls would be extended to these payments after the payment of compensation for traffic damage has been concentrated within a single structural unit. The Fund complied with the other proposals already during the audit.
