Speech by Janar Holm, Auditor General of the Republic of Estonia, on the occasion of the visit by the delegation of the Accounts Committee of the Republic of Kazakhstan headed by Chairwoman Ms. Natalya Godunova

Esteemed Chairwoman of the Accounts Committee of the Republic of Kazakhstan Ms. Natalya Godunova, colleagues and dear friends from the Accounts Committee of the Republic of Kazakhstan!

The supreme audit institutions of Estonia and Kazakhstan have long been engaged in friendly relations – it was a great honour for the Auditor General of the Republic of Estonia to attend the celebrations of the 10th and 15th anniversaries of the establishment of the Accounts Committee of the Republic of Kazakhstan and to participate in numerous conferences.

I am pleased to see that Ms. Natalya Godunova is continuing this tradition of good relations, aiming to elevate the Accounts Committee of the Republic of Kazakhstan to a new level as part of the national 100 Precise Steps plan in compliance with global standards.

The National Audit Office of Estonia has indeed witnessed dedication to modernisation, the success of which is facilitated by the fact that in her efforts Ms. Natalya Godunova can rely on the stalwart support of the head of the Republic of Kazakhstan, Mr. Nursultan Nazarbayev, as was pointed out by the president during the meeting in September.

Without doubt this collegiate assessment is a historic development for the National Audit Office of Estonia.

It is the first integral assessment under our control of a national supreme audit institution.

Previously we participated in the team effort of the collegiate assessment of the supreme audit institution of Slovakia in 2010.

Let me assure you that we are immensely pleased with the trust in us shown by the Accounts Committee of the Republic of Kazakhstan and we hope that the results will meet your expectations.

We should bear in mind that collegiate assessment is aimed primarily at the management aspect, at managerial decision-making.

That is why I am very glad that the esteemed Chairwoman of the Accounts Committee of the Republic of Kazakhstan is attending the signing of the final report of the collegiate assessment.

Of course, nothing can change in an organisation without managerial commitment, which is why I would greatly appreciate feedback from you and your colleagues concerning the results and the likelihood of implementation of the proposals of the collegiate assessment team, as well as engagement in a discussion on potential future audit challenges in both our countries.

I would also like to note that this collegiate assessment has taught us many things, for example, the need to reassess and optimise our own guidelines so that these can stimulate our primary activity process instead of hindering it.

In conclusion, let me thank you personally, esteemed Chairwoman of the Accounts Committee of the Republic of Kazakhstan, members of the committee staff and our own collegiate assessment team for such excellent cooperation!

I hope that the upcoming training course will serve to further illustrate the usefulness our recommendations and demonstrate their practical implementation.
