RIGA, 16 MAY 2025 – On 15–16 May, the supreme audit institutions (SAIs) of Latvia, Estonia, Lithuania, Finland, and Poland gathered in Riga for the annual Rail Baltica Task Force meeting. Hosted by the State Audit Office of Latvia, the working session focused on enhancing oversight of region’s most ambitious infrastructure project.

“Effective oversight of a project as large-scale and complex as Rail Baltica requires structured cross-border cooperation,” said Mr. Mārtiņš Āboliņš, Council Member of the State Audit Office of Latvia. “By uniting the efforts of participating countries, the task force enables systematic information exchange and facilitates the early identification of risks, helping ensure consistent and coordinated oversight throughout the region.”

The meeting brought together auditors and experts to assess the current state of the project, reflect on its geopolitical relevance, financial challenges and discuss the evolving risk landscape. The agenda featured updates on recent developments, evaluations of emerging risks since the previous coordinated review in 2024, strategic discussions on future audit collaboration, and an on-site visit to the Rail Baltica construction site at Riga Central Station to observe implementation in practice.

Discussions covered construction delays, the status of land acquisition, contract management processes, and governance structures. A key outcome of the meeting was a dedicated working session focused on identifying areas of future oversight cooperation and discussing the next coordinated audit to support transparency and the effective use of public resources.

According to a joint report by the SAIs of Estonia, Latvia, and Lithuania, the estimated cost of the Rail Baltica project has increased fourfold since 2017, potentially resulting in a funding gap of €10–19 billion, depending on the project's scope. The report also notes an expected EU funding shortfall in 2027–2028, which may require increased national contributions from the three Baltic states.

The task force was originally established in 2016 through a Memorandum of Understanding between the SAIs of Latvia, Lithuania, and Estonia. Its purpose is to support the coordinated monitoring of the Rail Baltica project, assess risk factors related to its implementation, share findings and methodologies, and carry out audits in line with international standards. As the project advances, the task force continues to serve as an essential early warning mechanism and a platform for cross-border cooperation among SAIs.
