Financing of the area of labour, social affairs and health from European Union support

Many activities aimed at unemployed people and job seekers in order to guarantee a higher employment rate are financed from foreign funds. The objective of the audit is to assess whether an ‘exit strategy’ has been developed in the field of employment for the possibility that Estonia may be in the position of a net payer in the next budgetary period of the European Union and using foreign funds in the field will no longer be possible, but the target group will still need help.
The audit seeks answers to these main questions:
1. Does the Ministry of Social Affairs have a long-term plan for guaranteeing that the target groups in the field of employment get at least as much help as they do at present in a situation where foreign funds can no longer be used or the amount of the foreign funds that can be used has decreased considerably?
2. Has foreign support been used as an additional accelerator of development in the field of employment and not as substitute funds for covering the state’s own investments and everyday expenses?
3. Was the future burden of maintenance expenses on the state budget taken into account when investments were made and costs were covered from foreign support?
