Supreme audit institutions of Estonia and Kuwait sign cooperation agreement

AL-KUWAYT - TALLINN, 5 December 2016 – Estonian Auditor General Alar Karis and President Adel Abdulaziz Al-Sarawi of the State Audit Bureau of Kuwait signed a cooperation agreement between the two countries’ auditing institutions in the Kuwaiti capital yesterday.

The agreement was drafted over the course of almost a year and sets as its objectives the exchange of practical experience at the level of auditors, the creation of effective contact between the auditing institutions of the two countries and the establishment of a network of experts, all based on actual shared interests. The agreement includes an action plan for the next four years which will see experts from both institutions meeting at least once a year in both Estonia and Kuwait to discuss specific topics.

“For example, the actions of the state in reducing or preventing the negative impact of the use of mineral resources is one of the key crossover points between our two countries,” said Auditor General Alar Karis. “We also have mutually beneficial information to exchange on implementing information technology and new auditing methods.”

From Kuwait the Auditor General will travel to the United Arab Emirates, where he will be making a presentation at the XXII congress of the International Organisation of Supreme Audit Institutions (INTOSAI) being held in Abu Dhabi from 7-11 December. The focus of the congress is the UN objectives on sustainable development and support for their achievement through auditing. The signing of the agreement in Kuwait forms part of this programme.

Accompanying the Auditor General on the working visit to Kuwait and the United Arab Emirates is the National Audit Office’s Director of Development Services Urmet Lee.

Background

The State Audit Bureau of Kuwait was established in 1964. Its objectives are to guarantee effective supervision of the use of public funds and other resources, to prevent the misuse thereof and to provide reassurance in regard to the use of the state’s financial and other resources for their intended purpose. It employs around 1000 auditors, who conduct financial, compliance and performance audits.  Unlike the national audit institutions in the majority of countries, the State Audit Bureau of Kuwait conducts so-called preliminary audits for virtually every public procurement and a large proportion of its auditors work on a day-to-day basis in ministries, state agencies and companies in which the state has a majority share, where they carry out everyday checks on financial transactions.
