NAO delegation attended the XXI INCOSAI in Beijing

TALLINN, 27 October 2013 – On 20-26 October, the National Audit Office's (NAO) delegation attended the XXI INCOSAI in Beijing, China. In addition to Auditor General Alar Karis, the delegation included Ermo Liedemann, an Audit Manager from the Performance Audit Department, Tuuli Rasso, the Head of International Relations Service and Head of the Secretariat of the INTOSAI Working Group on Environmental Auditing (WGEA), and Kaire Kesküla, Senior Advisor of WGEA.

Alar Karis, Chairman of WGEA, presented the management report concerning the 2011-2013 work period of WGEA in the Working Group on Knowledge Sharing, at the INTOSAI Governing Board meeting held during the INCOSAI, and at the INCOSAI plenary session.

The INCOSAI addressed two major topics: "National Audit and National Governance" and "The Role of SAIs in Safeguarding Long-Term Sustainability of Finance Policies". The Beijing declaration adopted at the INCOSAI calls for compliance with UN Resolution A/66/209 to ensure the independence of SAIs, and underlines the importance of forward-looking audits. The recommendations based on addressed topics included the need to quickly react to environmental changes and develop, and to ensure a reliable accounting and reporting system, revise the budget rules, and determine fiscal indicators.

A working group on audits in the mining industry, and a task force for addressing problems related to auditing procurement contracts were set up. The six-year presidency of the NAO in the INTOSAI WGEA ended and chairing was passed on to the Indonesian SAI.
