The SAO audited the issuing of road transport licences

TALLINN, 17 November 2003 - The SAO audited the management of issuing of road transport licences. Although the audit by the SAO revealed some deficiencies in the activities of the Ministry, the system of issuing licences in general functions quite well. According to the opinion of the SAO the Association of Road Transport Operators has successfully carried out the function of issuing road transport licences.

For road transport the Estonian public authorities issue two categories of licences – international road transport licences and licences for internal road transport for hire or reward. The Ministry of Economic Affairs and Communications issues licences of the first category, those belonging to the second category are issued by the non-profit association "Association of Road Transport Operators" under a contract concluded with the Ministry.

One of the main issues of the audit was forming an opinion on the practical implementation of delegating government functions to the third sector (non-profit associations) and on the results of such delegation. The Minister of Economic Affairs and Communications was willing to consider the SAO proposal to engage non-profit associations also in the issue of international road transport licences.
