The European Organisation of Supreme Audit Institutions (EUROSAI) is one of the seven regional working groups of INTOSAI, which was formed by 30 European supreme audit institutions in Madrid in 1990.

The organization has currently 50 members, who meet at the congress once every three years. EUROSAI realises its goals through the Governing Board and General Secretariat as well as through committees and working groups. The General Secretariat of the organisation is based in Madrid and led by the General Secretary of EUROSAI, who is the President of the Spanish supreme audit institution.

The organisation’s statutory goals include promotion of professional cooperation among its members, exchange of documents and information, supporting research into public sector financing and auditing, training as well as harmonisation of the audit terminology. The official languages of the organisation are English, Spanish, French, German and Russian.

The National Audit Office of Estonia (NAOE) became a member of EUROSAI in 1993. At the III Congress of EUROSAI in May 1996 Estonian Auditor General, Mr Hindrek-Peeter Meri, was elected member of the Governing Board of EUROSAI. In 2010-2013 the NAOE acted as EUROSAI auditor together with Slovak SAI.

EUROSAI Strategic Plan 2017-2023 sets two strategic goals:

• supporting effective, innovative and relevant audits by promoting and brokering professional cooperation;
• helping SAIs deal with new opportunities and challenges by supporting and facilitating their institutional capacity development.

The National Audit Office of Estonia is a member of the EUROSAI Working Group on Environmental Auditing (WGEA), Working Group on Information Technology (ITWG) and the Task Force on Municipality Audit (TFMA).

Since 2020 the National Audit Office of Estonia has been chairing the EUROSAI Working Group on Information Technology and its Secretariat and is a member of the Steering Committee of the EUROSAI Working Group on Environmental Auditing (in 2014-2020 the NAOE was the Chair of the working group). The term of chairing EUROSAI working groups is generally 3+3 years.
