Obstacles in adult training system

The National Audit Office will analyse whether participation in adult training is accessible and gives the results that both the participants and the society expect in social and economic terms.
The objective set in the Estonian Lifelong Learning Strategy 2020 is to guarantee the preservation and improvement of the skills and knowledge of the working people in consideration of the labour market needs.
The adult education programme was adopted for the implementation of this strategy and 51 million euros has been allocated for it until 2020.
Adult education is also developed by creating a stronger connection between the school network, the digital revolution, teachers and heads of educational institutions, the labour market and studies and with education and career counselling, vocational education and higher education programmes.
The three main questions the audit will seek to answer are as follows:
1. Has the state created opportunities for adults to participate in lifelong learning that considers the needs of the labour market?
2. Does the state have a clear view of the extent of the in-service training and retraining that should be financed and provided to adults?
3. Has the employment status of the people who participated in lifelong learning improved?
