Management and financing of Estonian Public Broadcasting

The objective of the audit is to assess whether the state has made every effort to guarantee the sustainable and purposeful use of the money allocated to Estonian Public Broadcasting (EPB) and how the latter handles the state’s money. The activities of EPB are funded via different sources. According to the budget for 2013, the EPB’s revenue totalled 30,422,954 euros and expenditure amounted to 25,735,461 million euros. The main output of EPB’s activities is its programme. The costs of programme production comprise 62% of total expenditure and 29% is spent on production and supporting activities. The law states that EPB is obliged to produce at least two television programmes and four 24-hour radio programmes in order to perform its public functions.
Answers to the following main questions will be sought in the audit:
1) Does the state have an overview of the sources of EPB’s financing and is financing transparent?
2) Has the state defined clear goals in supporting EPB?
3) Does EPB Opera use its money, assets and workforce for the performance of its main tasks?
4) Does EPB perform its main functions efficiently?
5) Is the internal control system of EPB working?
